I never could get a GPO that would include the pre-shared keybut I was able to use the CMAK (Connection Manager Administration Kit) and create a configuration that works for our scenario.
A VPN tunnel will be created with a server endpoint of 10.8.0.1 and a client endpoint of 10.8.0.2.
