Does not start

My start menu stopped working a few days ago. It does not open when it's clicked, and it does not open with the Windows key. The button turns blue when I hover the cursor over it, and when I click it, the blue gets a little darker and the cursor turns into a wait cursor briefly two times and then nothing happens.
